I am removing the bylaw change from the agenda for the Jan 2, 2019 Annual Meeting. Per our bylaws we have not handled it correctly so due to procedural error issues it will be sent back to committee.

It has come to my attention that there is some confusion and misinformation going around about the up coming bylaw change vote. I would like to take a moment to try and explain it so everyone is on the same page.
Article VI – MATCH RULES
Current rule states: All rifle and revolver or pistol competitions held by the corporation shall be governed by the rules and regulations laid down by the National Rifle Association of America, approved by the National Board for the Promotion of Rifle Practice and the Secretary of the Army.
- Only matches governed by the NRA or CMP qualify to be run at BRC.
- This only includes: Bullseye, Silhouette/Black Powder Cartridge, High Power, CMP & Air Rifle.
- This excludes Archery, Black Powder, Trap, Benchrest, Cowboy, Multi-gun/3 Gun and Steel Challenge.
Proposed Change states: Any and all firearm competitions held by the corporation shall be approved by the Board of Directors and governed by the rules and regulations laid down by the ruling body of the discipline conducting the competition.
- BRC board of directors will have final say of disciplines/matches shot at BRC.
- The rules have to fit what BRC is capable of providing.
- Matches to be Governed by the Ruling body of discipline.
We are simply trying to update our rules on matches in our by-laws so that ALL the competitions BRC holds are compliant with our bylaws. The way it is currently written we are in violation and it prevents future growth of possible disciplines/competitions. We have also heard that the NRA is wanting to stop being a governing body for disciplines and the new rule prevents any further issues.
Please keep in mind Match Rules supersede Range Rules. What can be done in a match can’t always be done in practice on the range. They are two different things and have to be treated differently.
Governing Bodies of Disciplines is as follows:
- Air Rifle: Civilian Marksmanship Program
- Archery: World Archery Federation
- Benchrest: World Bench Rest Shooting Federation
- Black Powder: American National Muzzle Loading Association
- Black Powder Cartridge: NRA BPC Silhouette Matches
- Bullseye: NRA
- CMP: Civilian Marksmanship Program
- Cowboy: Single Action Shooting Society
- High Power: NRA
- Multi-gun: 3 Gun Nation is the main one.
- Silhouette: NRA
- Steel Challenge: Steel Challenge Shooting Association
- Trap: Amateur Trap Shooting Association
